Hi Goodafternoon, I just want to know if is it possible we make an schedule for seminar even if we not yet complete our documents cos I've heard with my friends some wedding seminar are fully booked and they schedule u to next fri or nextweek.I arrived Phili on Nov.21 Me and My Fiance we'll go to Us consulate cebu On Nov 23cMonday to get his certificate to marry and after that we'll go to lapu lapu city hall to schedule the seminar hopefully we can attend class seminar by 27. We leave in the phili by Dec. 5.. I've read that marriage license will release after 10 days is it ok if I ask my parents to get our marriage license?Thanks.hoping for your reply.

Requisites in Applying for a Marriage License
Original birth certificate or baptismal certificates of the contracting parties or copies of such documents duly attested by the persons having custody of the original.
If either of the contracting parties is unable to produce his birth or baptismal certificate or a certified copy of either because of the destruction or loss of the original, or if it is shown by an affidavit of such party or of any other person that such birth or baptismal certificate has not yet been received though the same has been required of the person having custody thereof at least fifteen (15) days prior to the date of the application, such party may furnish in lieu thereof his current residence certificate or an instrument drawn up and sworn to before the civil registrar concerned or any public official authorized to administer oaths.
The presentation of the birth or baptismal certificate shall not be required if the parents of the contracting parties appear personally before the civil registrar concerned and swear to the correctness of the lawful age of such parties.
If either of the contracting parties has been previously married, the applicant shall be required to furnish, instead of the birth or baptismal certificate, the death certificate of the deceased spouse or the judicial decree of the absolute divorce, or the judicial decree of annulment or declaration of nullity of his or her previous marriage.
In case either or both of the contracting parties are between the ages of eighteen (18) and twenty-one (21), a consent to their marriage of their father, mother, surviving parent or guardian, or persons having legal charge of them, in the order mentioned shall be obtained.
Any contracting party between the age of twenty-one (21) and twenty-five (25) shall be obliged to seek parental advice upon the intended marriage. If it is unfavorable, the marriage license shall not be issued till after three (3) months following the completion of the publication of the application thereof.
In the case where parental consent or parental advice is needed, the parties concerned shall attach a certificate issued by proper authorities to the effect that the contracting parties have undergone marriage counseling.
When either or both of the contracting parties are citizens of a foreign country, it shall be necessary for them before a marriage license could be obtained, to submit a certificate of legal capacity to contract marriage, issued by their respective diplomatic or consular officials.
The license shall be valid in any part of the Philippines for a period of one hundred twenty days from the date of issue, and shall be deemed automatically cancelled at the expiration of said period if the contracting parties have not made use of it.
Number of Copies to be Accomplished
It shall be the duty of the contracting parties to accomplish four (4) copies of the Application of Marriage License for registration. After the registration, the civil registrar shall distribute copies of the document bearing the civil registry number as follows: first copy to the registrant; second copy to the Office of the Civil Registrar-General; third copy shall be retained for his file; and fourth copy to the solemnizing officer.
1. Certificate of Live Birth ( NSO) - Male and Female

per Copy but it would take weeks for the processing, an option
is to secure online NSO Online for 315Php Processing is only 3
working days upon your payment online.
2. Cenomar ( Certificate of No Marriage ) NSO -
Male and Female
- if you are not in a hurry you can secure it in the municipal office for 245Php or NSO Online for 315Php.
3. Certificate of Residency
- from the barangay hall where the applicant resides for 6 months onward. State months or years of residency in the said barangay.
4. Certificate of Seminar
- From the City Health Office of LapuLapu City.
Schedule of Seminar is Every Friday
8:00AM-12:00 PM and 1:00PM to 5:00 PM.
Fee is 100Php per applicant.
Dress Code : No wearing of Sleeveless, short pants and slippers during the seminar
5. Parental Consent or Advice for Applicants below 25 Years old.
- Parents will sign in the Office of Civil Registrar during the couples application for marriage license. Mother and Father Should bring valid ID.
6. For widow and widower - death Certificate of Spouse
7. 1 valid ID and Cedula of Applicants
8. PERSONAL Appearance of Applicants when applying for marriage license.
Registration Fee is 150php per Couple
10 days posting of marriage application upon issuance of marriage license.
License is valid for 120 days from date issued.
Dress Code should be followed during application
Marriage License is a compulsory requirement when you get married both for a civil marriage or a church wedding. Marriage License can be processed to your respective municipal hall.
On my experience, I went on our municipal hall before 8:00 am and I was given a list of requirements needed to process marriage license, you will then be given a form to fill out and when your requirements are complete you can submit it together with your fiancee. they wont allow that you submit the requirements alone.
